Yakup Ulutas, manager of a restaurant in Dunwoody, Ga., sees it differently. He doesn't see tipping improving. As founder of fairtip.org, he has made several television and radio appearences in his grass-roots push for restaurants to require customers pay a 20 percent tip, with the ability to leave more.

To help level the playing field of compensation for restaurant servers Ulutas, a 36-year-old former waiter, founded a nonprofit organization, Fairtip.org, which is calling for restaurants to add an automatic 20 percent service fee to every check.
